To create a chart template, click on Tools > Chart Templates. Once you're in the Chart Templates section, name your template and click on "Create". In the next screen is where one can add different criteria. Once done, click on Save.

To apply a template to charts, click on Tools > Site Preferences. There, you can apply the Chart Template to Charts or FlipCharts.
